Ukraine war: Is Russia claiming Bakhmut significant?

The Russian mercenary Wagner group has claimed full control of the Ukrainian city of Bakhmut, even though some Ukrainian fighters remain in the city. International correspondent Alex Rossi says that although this is a significant moment, it's unlikely to be a defining one.
